All I have found are racks for mounting hard luggage cases. Ultimately that's what I want to do, but for now, I'd like to have something to provide a good base for strapping down my hiking backpack.

Someone has to make a more primitive tie-down rack right?
Any help would be appreciated!

cycleguys.com has a rack that straps to the rear seat and you could mount it to a rack later, if you get one.

How big is your hiking backpack? And do you carry a passenger?

I bought the rear rack from twisted throttle and used to bungee a duffel bag to it. It would hang over the sides and back a little but no big deal.

If you don't carry a passenger you could put it on both the seat and rack.
