a throttle lock that goes back to idle on its own.... isn't a throttle lock

if I'm answering your question I assume the basic points have been addressed, such as: did you do a compression test? is it still on fire?

Sound like your heated grips are installed incorrectly.

Sorry I didn't quote about the heated grips not letting the throttle go back to idle. But if your disengaged throttle lock, heated grip, or miss adjusted cables will not let the throttle snap back it will not pass safety inspection. That can be the challenge of installing any type of throttle lock.
