Swing arm Threaded holes What are they for?

I noticed two small threaded holes on the top of the swing arm at the shock mount,
Are these for aftermarket Huggers.
If not, what are they for?
If so, then why didn't Kawi just put one on from the factory?
( it is much needed if you ride in wet weather )

I am just ranting b/c i want one and it's not in the budget right now.

Any input on the holes?
also the ones at the bottom of the arm near the axle?
