What is this? Why is throwing black goo?

What is that little fuel filter looking thing and why is it excreting black goo over the back of the bike? I just bough the bike used.

Black goo is chain oil... That bulb at end of hose collects aerated oil accumulated at bottom of air box from engine crankcase vent hose.
invader is correct. Lift rear tire off ground Using paddock stand. If you don't have one, it would be worth the investment (about $50). Also you will need swingarm spools (about $15).Using a grunge brush (about $10) clean your chain good. some people clean it with diesel others clean the chain with WD-40. now Remove the front sprocket cover and clean inside of cover, sprocket cavity, and sprocket. Now lubricate the chain by spraying wd-40 on the chain while turning the rear wheel. Then with a clean cloth lightly wipe off excess WD-40 while turning rear wheel. This step will help prevent excess oil from sling off the chain and causing the mess you have. Replace the sprocket cover and adjust chain if it needs it. Now comes the good part. take the bike out and ride the heck out of it. Hope this helps.
