Why am I only getting 3.5v on the accessory circuit?

Troubleshooting now but I thought I read something similar to this recently here and I just can't find it now. I have my Fluke on the accessory connector and I'm reading 3.5v. Same reading on the accessory fuse. Bike starts fine, same readings.

You wouldn't be on volts AC would you? Have you used your meter to measure current recently and forgot to switch the position of the leads, blew a fuse in the meter? How are you measuring the reading on the accessory fuse, with the relay disconnected and the positive pin to ground?

Ehhhhh, I've owned this meter almost 25 years and I've never noticed it has a low battery indicator. And it's on right now, which is why the readings are off. I usually kill the battery by leaving it on I guess so I've never seen it in low battery mode. And I swear I checked the voltage at the bike's battery terminals earlier, but I guess not, or not correctly. It's reading low everywhere. So.... ummmm.... carry on now - nothing to see here - just looking for a 9 volt battery for the Fluke, now
