2017 V650 Handlebar Play

Hello

I did a search but was not able to find a relevant topic.

I noticed they is some play when I push on the handlebars where they mount to the fork tree. I noticed a gap but upon further review, I saw the round dampers underneath (92161)which was confirmed on the parts diagram.

I was wondering if this is normal or if I need to tighten them up further from the underside? The underside keeper pins are in tact. I am in the process of acquiring a shop manual but in the interim, does anyone know the torque value?

Normal- bars are rubber mounted

Torque value 14-3 says 18 ft LBS.
