Petrol is a good solvent so when the locking mechanism is submerged the solvent is good at disolving and cleaning the gunk out. WD40 is mostly solvent with an oil component that remains after the solvent evaporates so it works good too. I use it for this but locksmiths are touchy about putting any kind of oil in locks as it retains grit.

The FEW times I've experienced a "tight" gas-cap lock, I just 'shot' some WD40 in, and the problem 'went away'.
